Designing, Managing, and Implementing State Guaranteed Energy Savings Performance Contracting Programs
A large component of Trident’s consulting and technical services is working with state governments to develop and implement successful state-administered Guaranteed Energy Savings Performance Contracting (GESPC) programs (also referred to as Energy Savings Performance Contracting (ESPC)). Our consulting services include supporting state GESPC legislation; developing state-wide GESPC goals; developing a state-specific GESPC process and all related GESPC documents; and supporting the state in “rolling out” and sustaining the program. Additionally, Trident actively participates in states’ evaluation and qualification process for approving energy service companies (ESCOs) to work under the states’ programs. To strengthen the success of state’s GESPC programs, Trident develops and maintains positive and mutually beneficial relationships with the state’s ESCO community.

Facilitating Guaranteed Energy Savings Performance Contracting Projects
Trident has worked with over 100 state agencies, institutions of higher education, local government agencies, and K-12 school districts across the country to successfully implement GESPC projects through multiple State Energy Offices. On behalf of the State Energy Offices, Trident works with government agencies through each step of the process offering technical, contractual, and programmatic guidance and support including: energy engineering feasibility studies; GESPC 101 and measurement and verification 101 presentations; technical review of ESCO prepared investment grade energy audits, post-installation reports, and measurement and verification reports; review of investment grade energy audit and energy performance contracting contract documents; and dispute resolution.
